Socks

On one hand it's a little creepy, on the other, with all the possible crimes people commit is it really worth 7, 6 and 3 years in prison?

how do you drop socks in an "unreasonable manner, as to alarm and disturb"?

The scene I'm envisioning:

On a dark foggy night, a parked car sits unattended, lit from above by the street lamp. A dark figure appears out of the shadows. The figure reaches into an inner pocket of the dark trench. The unnoticed observer tenses, watching for any dangerous movements by the dark figure. The figure approaches the car, holding something in his hand, perhaps a tool for vandalizing the abandoned car. The hand gets closer to the car, holding the closed fist a foot above the hood, and lets go of the object. As the figure runs away, the observer approaches, waiting to see the devastation wreaked upon the car by... the observer pauses in confusion, perhaps alarm, as he identifies the item on the hood of the car as a woman's sock. The scene fades as observer looks at the sock and then towards the direction to which the figure had retreated, a perplexed expression on his face.
